Immediate early recovery efforts in the Gaza Strip are essential to stabilizing living conditions and must be pursued alongside political progress, according to statements delivered at the United Nations General Assembly by Ramiz Alakbarov, the Acting United Nations Special Coordinator for the Middle East Peace Process and Resident and Humanitarian Coordinator.
Speaking on 23 September 2026 at a High-Level Roundtable on Gaza Early Recovery convened on the sidelines of the UN General Assembly, Alakbarov emphasized that international efforts have arrived at a critical turning point. The roundtable discussion was convened jointly by Egypt, France, Germany, and the European Commission, according to a transcript published by ReliefWeb.
Stabilization and Essential Services
Addressing ministers and delegates, Alakbarov stated that recovery actions cannot wait. In his remarks, he emphasized:
"We are entering a decisive phase. If launched with no further delay, early recovery will translate into tangible improvements in the lives of Palestinians in Gaza."
Alakbarov characterized early recovery as a strategic necessity rather than merely relief assistance. According to his address, such initiatives constitute a strategic investment in broader stabilization across the territory. He noted that implementing recovery measures without delay will create the environment necessary for public governance to function properly and for vital public infrastructure and basic essential services to be restored.
Furthermore, Alakbarov highlighted the psychological and civic impact on local populations, noting that practical recovery steps are essential for communities inside Gaza to rebuild confidence in their future. These improvements on the ground, he explained, are necessary foundations for wider political frameworks and arrangements to take root.
Linking Recovery and Political Goals
In his address, the UN official underlined that economic and physical rehabilitation cannot occur in isolation from political solutions. He stressed that practical recovery on the ground and sustainable political advancement are completely interdependent, stating:
"Put simply, sustainable recovery and sustainable political progress can only advance together."
Alakbarov articulated the core political outcomes that recovery initiatives must support. According to the remarks released by the UN Special Coordinator's office, early recovery efforts in Gaza must ultimately serve broader sovereign objectives, specifically the political reunification of the Gaza Strip and the West Bank under a single, legitimate, and sovereign Palestinian government.
Additionally, Alakbarov stressed that these coordinated efforts must be tied to a revitalized political process. He stated that this process must work toward ending the unlawful occupation and achieving a two-State solution.

The envoy's assessment was delivered shortly after direct observation inside the territory. Alakbarov informed the attending diplomats that he had just concluded a three-day visit to the Gaza Strip to witness current conditions on the ground firsthand.
Highlighting the partnership between the UN and international conveners, Alakbarov expressed appreciation to the governments of Egypt, France, and Germany, as well as the European Commission, for hosting the gathering during the General Assembly to coordinate urgent priorities for Gaza's immediate recovery.
