A coalition of international and local non-governmental organisations has warned that Israeli state policies, escalating settler violence, and severe access restrictions are pushing Palestinian communities across the occupied West Bank deeper into humanitarian crisis and threatening their long-term presence on their land.
According to a joint humanitarian access snapshot published on ReliefWeb by 29 national and international NGOs, Palestinian communities face growing risks of erasure amid intensifying physical constraints and state-backed violence. The comprehensive findings are based on an extensive survey conducted during the first week of September 2026, evaluating the humanitarian operating environment across the occupied West Bank over the previous six months from March through August 2026.
The participating aid organisations—including ActionAid, the American Friends Service Committee, DanChurchAid, the Danish Refugee Council, Islamic Relief, the Japan International Volunteer Center, Medical Aid for Palestinians, medico international, the Mennonite Central Committee, Norwegian Church Aid, Oxfam, PAX, Refugees International, Save the Children, Terre des Hommes Italia, and War Child International—reported that state-backed settler violence is surging sharply across the territory.
The joint report detailed that violent settler attacks are targeting Palestinians in their homes, along transit roads, and on their agricultural land. Aid agencies stated that these coordinated actions, combined with military raids, ongoing settlement expansion, structural demolitions, and strict movement controls, are further consolidating the annexation of the occupied West Bank, including East Jerusalem.
These systematic practices are forcibly displacing Palestinian communities and making it increasingly difficult for residents to remain safely on their land, the organisations added.
Shrinking Space for Humanitarian Response
For humanitarian organisations attempting to deliver emergency assistance, the report noted that the consequences are immediate and severe. While humanitarian needs among affected populations are rising rapidly, the operational space to respond to those needs is shrinking across the entire territory.
Aid staff members and local operational partners face frequent attacks and severe access restrictions while trying to carry out their work. These persistent barriers disrupt life-saving operations and prevent humanitarian teams from reaching vulnerable communities in need of emergency relief.
Fatal Confrontations in the West Bank
The warning from aid groups coincided with new reports of fatal violence in the territory. According to reporting by Nicholas Rushworth, violence flared across the Israeli-occupied West Bank on Sunday, resulting in deaths and arrests.
Israeli forces arrested a suspected Palestinian gunman accused of killing an Israeli man. In a separate incident, Israeli soldiers shot and killed a Palestinian driver who the military stated had attempted to run them over.
Humanitarian agencies stress that unaddressed settler violence, combined with military operations and movement barriers, continues to deepen the humanitarian crisis and force Palestinian families from their homes.
